Franklin was one of the most kind and thoughtful people I have come across and had a passion for heritage and supporting communities. Whilst being a very quiet person he was someone who always made time to talk through any issues and provided a high level of support to staff in his team and across the wider Council. He will be very dearly missed by me personally and within Leeds City Council more generally. My thoughts are with his family at this difficult time.

Frank spent his student practice year in Sheffield City Council including several months in the Regeneration Team. I cannot think of a student who was more fondly remembered or whose subsequent career made us more proud. In later years he generously paid us back with his own experience and advice.

Franklin was a mind of knowledge on all things Regeneration in Leeds. He always made time for people - to ask questions or to discuss problems and had a wonderful laid back calm approach. Such a lovely man who will be missed very much and not forgotten.
